The Home Energy Assistance Program (HEAP) can offer income-eligible residents of Sacramento, Sutter, or Yuba Counties a credit to their utility bill. HEAP is available for customers of PG&E, SMUD, or those who heat their home using wood, propane, or oil purchased from a vendor. Along with the utility credit, clients will also receive valuable information about energy conservation and practical tips on how to save energy and keep your utility bill at a manageable level.
The amount of HEAP assistance is calculated based on:
- Household size
- Household income
- Percentage of income spent on energy bills, known as the energy burden.
Other factors considered include funding availability and the cost of energy within the county where the household resides. HEAP provides one payment, ranging from $175-292 every other calendar year.
Please remember, HEAP is not an entitlement, but an assistance program. HEAP will only credit one utility company and that credit will take 8-12 weeks to appear on your utility bill. If you receive a HEAP credit, you are still responsible for paying your utility bill while the credit is being processed.
How to Apply
To apply for the HEAP program, you must call to make an appointment for an in-person interview with one of our staff HEAP Eligibility Technicians.
Residents of Sacramento County should call (916) 567-5200.
Phone lines are open Monday through Friday, 8:30 - 12:00 and from 1:00 - 3:00 p.m.
Residents of Sutter and Yuba Counties should call (530) 671-7590.
Phone lines for Sutter and Yuba Counties are open Mondays and Wednesdays from 8:00 a.m. to 10:30 a.m.

If you are the age of sixty years old or older or you suffer from a disability that would prevent you from attending an in-person interview, you may fill out an application and mail it to our administrative offices. Please note, we will not accept mail-in applications unless you meet one of these two criteria.

Both documents must be completed and signed along with the the following:
1) A copy of your Social Security card
2) A copy of your Driver’s License or other State-issued identification card.
3) Copies of your utility bills which must cover at least 22 days of service at your current address. If you receive service from both PG&E and SMUD, provide copies of both bills.
4) Current copies of income for everyone in your household for the last six weeks. Acceptable proof of income includes:
- SSI, SSA, Pension, or Retirement: provide a current print out from the Social Security Office, award letter, bank statement, or stub for the current month. 1099 forms will NOT be accepted.
- AFDC / CAL WORKS Program: a current print out from your worker showing Cash Aid and Food Stamp amount.
- Wages: Pay stubs for the last six weeks from the date you submit your application.
Identification, income, and billing documents WILL NOT be returned to you. Be sure to send copies only!
